Strange circles. One on this little scrap of land and the other just in the shallow water. Anybody have any idea what this is?

These are blast craters from United Stated nuclear testing there in the Marshall Islands, on the Enewetak Atoll, the bottom of the 2 craters was filled with radioactive waste and then covered with Portland Cement, in an effort to dispose of it...
